Likely the best app out there. Provides the full comprehensive rulebook, tournament and infraction guide, all searchable.

In addition, it doesnt require an internet connection to get card ruilings. Very handy when youre playing somewhere without wi-fi.

To those complaining about the lack of artwork. Its there, just tap on a set when youre looking at a card. (does require internet though)
